As far as I'm concerned, Overwatch isn't a thing anymore nowadays, instead, there's some AI or Algorithm that detects stuff. But no, Anti-SMAC only avoids possible detections, but Overwatch cases were mainly based on player reports and user statistics in match.

that overwatch made me lost 2 great accounts xD i wasnt even semi raging, or cheating blatantly

They removed overwatch and it won't come back even in source 2 they made a new ai system that's used to detect cheaters now.
