In my experience, the reoccurring issue is caused by broken Steam Services. Note that when you verify the game files of CS:GO it does not check the files of steam itself.
So how do we fix this? Here are the steps:

1. Ensure your CS:GO directory is fully cleaned. (Check below)
2. Exit Steam.
3. Go to your Steam installation directory and delete the following files, they will be automatically reacquired.
4. Repair the Steam Service. You can do this by running the following command (if your install directory is different adjust accordingly):
5. Open Steam and go to your Library.
6. On the sidebar, click on the dropdown that says "Games" and check the box "Tools".
7. Find in the list "Steamworks Common Redistributables", and uninstall it. You do not need to reinstall, it will be done automatically when you relaunch the game.

You should be able play without issues now.
